I’ll answer your question with an anecdote. It took George H. W. Bush about two weeks to federalize the clean up of the Exxon Valdez spill and he was lauded for taking too long to do it. Especially in the case of BP’s gross incompetence, the military would be far better prepared to allocate and disperse aid and I think the company who made the spill should not be the one in charge of stopping the leak if they don’t do it within days. The government should collect scientists, solve the leak and hand the responsible party a bill.
